ASSUMPTION
Officials of the St. Francois County assume that this proposal would have no
fiscal impact to their county.
Officials of the Office of Administration - Design and Construction assume
that this proposal would have no fiscal impact to their agency.
Officials of the Department of Corrections (DOC) stated that since capital
improvements funding has already been appropriated for the lease/purchase of
the new prison at Bonne Terre, the DOC would not incur a fiscal impact as a
result of this proposal. DOC officials noted that this proposal is a
requirement for the State to bid the construction of the facility. In order
for the developer to bid the construction of the facility at Bonne Terre as a
lease/purchase, the State is required to lease the property to the developer
for the term of the lease agreement.

this proposal.
DESCRIPTION
This proposal would give the Commissioner of Administration the authority to
lease state property located in St. Francois County to a private developer
for the purpose of building a correctional facility.
This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
