ASSUMPTION
The Governor's office, in a response to a similar proposal, stated the
proposal would not have any direct cost.
Officials of the Jackson County Sports Complex Authority noted, in a response
to a different proposal adding members to the Authority, the annual
compensation for commissioners is $3,000 and that there would be a one-time
cost of $1,500 for a new authority board room conference table. (Officials
indicated these costs would not have a significant impact on the Authority
budget.)

No direct fiscal impact to small businesses would be expected due to this
proposal.
DESCRIPTION
This proposal would create regional sports complex authorities in the St.
Louis and Kansas City areas. The seven member authorities would be authorized
to study and review major sports franchises in St. Louis and Kansas City to
analyze possibilities for future growth and expansion of existing and new
major sports league franchises in Kansas City and St. Louis and surrounding
areas of both. The authorities would make annual reports to the Governor,
President Pro Tem of the Senate, Speaker of the House of Representatives, and
the Director of the Department of Economic Development by December 1.
St Louis Area Authority commissioners would be appointed by the Governor from
lists of names submitted by the highest executive officers of the City of St.
Louis, St. Louis County, St. Charles County, Franklin County and Jefferson
County. Kansas City Area Authority commissioners would be appointed from
lists of names submitted by the Mayor of Kansas City and the governing bodies
of Jackson, Cass, Clay and Platte counties. Commissioners would not be
compensated for service on the authorities.
The proposal would not authorize any use of public revenues due to creation
of the St. Louis Area Sports Complex Authority.
The proposal would add two members to the Jackson County Sports Complex
Authority: 1) the Mayor of Kansas City or the Mayor's designee (the designee
would be an elected member of the City Council), and 2) the chairman of the
Jackson County legislature or the Chair's designee (the designee would be an
elected member of the Legislature).
The proposal would also allow as many as five of Authority members appointed
by the Governor to be from the same political party. (Currently, no more than
three Authority members may be from the same political party.
This legislation is not federally mandated, would not duplicate any other
program, would not require additional capital improvements or rental space,
and would not affect total state revenue.
