                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Elementary and Secondary Education and the
Fort Zumwalt School District stated the proposal would have no direct fiscal
impact.

Oversight assumes that costs or savings would not occur until and unless the
General Assembly passed a law changing school district boundaries.

Advertisement costs for the proposal would be $3,990 per newspaper column
inch for three publications of the text of the proposal, the introduction,
title, fiscal note summary, and affidavit.  The proposal would be on the
ballot for the November 1998 general election.

FISCAL IMPACT - Small Business

Small businesses in areas changing school districts could be affected by
differing tax rates in different school districts.


DESCRIPTION

This proposal would remove the constitutional prohibition against the General
Assembly passing laws changing school district boundaries.

This legislation is not federally mandated, would not duplicate any other
program, would not require additional capital improvements or rental space,
and would not affect total state revenue.
