This bill allows any person under the age of 16 with an
instructional permit to operate a motor vehicle when a licensed
grandparent is occupying the seat beside the driver.  Presently,
only a parent or guardian may accompany a learner in a motor
vehicle.

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee
on Motor Vehicle and Traffic Regulations by a vote of 11 to 0.

This bill allows any person under the age of 16 with an
instructional permit to operate a motor vehicle when a licensed
grandparent is occupying the seat beside the driver.  Presently,
only a parent or guardian may accompany a learner in a motor
vehicle.

FISCAL NOTE:   No impact on state funds.

PROPONENTS:  Supporters say that more and more grandparents are
raising or helping raise their grandchildren. Grandparents in
some cases have more time, patience, and influence with their
grandchildren than do the parents. This legislation will help
grandparents help their grandchildren.

Testifying for the bill were Representative Howerton; Arthur
Parks Jr., grandparent; and Missouri Family Network.

OPPONENTS:  There was no opposition voiced to the committee.
