COMMITTEE ACTION:  Voted "do pass" by the Committee on Municipal
Corporations by a vote of 16 to 1.

This bill authorizes a new sunset provision for transportation
sales tax in Kansas City and St. Louis City and County.  The
tax, which expires December 31, 1997, will be extended to
December 31, 1999.

HCA 1 -- Requires cities to obtain approval of the voters prior
to collecting and continuing the transportation sales tax.

FISCAL NOTE:  Estimated Net Increase To General Revenue Fund of
$459,499 in FY 1998, $964,947 in FY 1999, & $506,597 in FY 2000.

PROPONENTS:  Supporters say that this bill extends the sunset
provision for operation of Bi-State.  This bill will take the
operation money out of the fund earmarked for capital
improvement.  This bill allows the board flexibility to use the
Proposition M capital funds plus the federal funds which are
adequate for operating expenses. These funds are "pay as you
go." The North-South corridor is the next expansion of the Metro
Link.

Development Agency; City of St. Louis; and St. Louis Regional
Commerce and Growth Association

OPPONENTS:  There was no opposition voiced to the committee.
