HB 309 -- COSMETOLOGISTS This bill allows cosmetology schools with an enrollment that exceeds the maximum capacity of students per instructor to use instructor trainees to teach up to 10 additional students. One instructor is authorized to teach up to 3 instructor trainees. Cosmetology establishments must pay a fee to the State Board of Cosmetology for the first 3 licensed estheticians. The bill also requires instructor trainees to be licensed in esthetics. The number of hours of instructor training necessary to become an instructor trainee is reduced from 1,200 to 600.

HB 309 -- COSMETOLOGISTS SPONSOR: Treadway COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Professional Registration and Licensing by a vote of 15 to 0. This bill allows cosmetology schools with an enrollment that exceeds the maximum capacity of students per instructor to use instructor trainees to teach up to 10 additional students. One instructor is authorized to teach up to 3 instructor trainees. The bill also requires cosmetology establishments to pay a fee to the State Board of Cosmetology for the first 3 licensed estheticians. The bill also requires instructor trainees to be licensed in esthetics. The number of hours of instructor training necessary to become an instructor trainee is reduced from 1,200 to 600. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that this bill makes technical changes in the law that would reduce the number of hours it takes to be an instructor. Schools are finding it difficult to find qualified instructors due to the amount of hours of training it takes to be certified. It won't reduce the quality of instruction. Testifying for the bill were Representative Treadway; Missouri Association of Cosmetology Schools; and Merrell University. OPPONENTS: No opposition was voiced to the committee.
