HCS HB 459 -- MOTOR VEHICLE FEE OFFICES; COMMERCIAL MOTOR
VEHICLES

This bill sets the transaction fee charged by fee offices for
registration, renewal, or transferal of each motor vehicle or
trailer license, and title and driver's license at $2.00 until
January 1, 1998, and beginning January 1, 1998, at $2.50.
Certain of these fees are currently $1.50; others are currently
$2.00.

A sign will be required to be posted in fee offices stating the
increased fees approved by the Missouri Legislature and charged
by each office were requested by the fee agents.

Fee agents will have an insurable interest in all license
plates, licenses, tabs, forms, and other documents on behalf of
the department.

The Department of Revenue may not prohibit its agents from
employing lobbyists.

The bill changes the registration date for certain commercial
motor vehicles from the last day of December to the last day of
February of each year.


PERFECTED

This substitute increases the transaction fee charged by fee
offices for registration, renewal, or transferal of each motor
vessel, certificate of number, outboard motor, trailer license,
and titles and driver's license by 75 cents.

Beginning August 28, 1997, the above additional transaction fees
charged by fee offices will be increased by 75 cents.

A sign will be required to be posted in fee offices stating the
increased fees approved by the Missouri Legislature and charged
by each office were requested by the fee agents.

The substitute also changes the registration date for certain
commercial motor vehicles from the last day of December to the
last day of February of each year.

FISCAL NOTE:  Estimated Net Cost to Highway Fund of $87,818 for
FY 1998, $0 for FY 1999 and FY 2000.

COMMITTEE ACTION:  Voted "do pass" by the Committee on Motor
Vehicle and Traffic Regulations by a vote of 10 to 0.

This substitute increases the transaction fee charged by fee
offices by 75 cents and changes the registration date for
certain commercial motor vehicles from the last day of December
to the last day of February of each year.

FISCAL NOTE:  Not available at time of printing.

PROPONENTS:  Supporters say that the cost of operation has
increased considerably over the years but the fee used to cover
that cost has not increased for many years.

INTRODUCED

HB 459 -- Fee Office Transactions

This bill establishes the fees that may be charged by fee
offices contracting with the Department of Revenue depending on
the number of yearly transactions done by that office.
Presently the transaction fee for each motor vehicle or trailer
license sold, renewed or transferred, or transfer of title is
$1.50 and the fee for driver's license, electronic telephone
transmission reception and driving records is $2.00.

Under the bill, the transaction fee for each motor vehicle or
trailer license, vessel certificate of number, outboard motor
registration, certificate of title, and title renewal or
transfer will be as follows:

(1) Offices having 100,000 transactions -- $1.50;

(2) Offices having over 75,000 but less than 100,000
transactions -- $1.75;

(3) Offices having over 50,000 but less than 75,000 transactions
-- $1.75;

(4) Offices having over 25,000 but less than 50,000 transactions
-- $2.00;

(5) Offices having less than 25,000 transactions -- $2.00.

The transaction fee for each driver's or chauffeur's license,
electronic telephone transmission reception, and driving records
will be as follows:

(1) Offices having 100,000 transactions -- $2.00;

(2) Offices having over 75,000 but less than 100,000
transactions -- $2.00;

(3) Offices having over 50,000 but less than 75,000 transactions
-- $2.50;

(4) Offices having over 25,000 but less than 50,000 transactions
-- $2.75;

(5) Offices having less than 25,000 transactions -- $3.00.

For the purpose of determining fees, beginning July 1, 1998, the
number of transactions will be based on the number of
transactions in fiscal year 1994 and each year thereafter the
number of transactions will be based on the new succeeding
fiscal year.

This bill also allows fee agents to advertise services they
offer and the fee charged for such services.

This bill has an effective date of July 1, 1998.
