Federal-State Relations And Veterans Affairs by a vote of 8 to 0.

This bill requires the State Board of Education to adopt a rule
to provide for flag etiquette instruction that is based upon the
appropriate sections of the federal statutes.  The rule must be
promulgated pursuant to the statute governing proper
administrative procedure.

FISCAL NOTE:  Cost to General Revenue Fund of $650,000 in FY
1998, $325,000 in FY 1999, & $325,000 in FY 2000.

PROPONENTS:  Supporters say that flag etiquette was taught in
all schools until recent years and should continue.  It's very
important for young people to learn to respect the flag.  The
books available through the American Legion cost only 44 cents
each.  This would be a good investment in the future.

Testifying for the bill were Representative Boucher; Missouri
Association of Veterans Organizations; and American Legion.

OPPONENTS:  There was no opposition voiced to the committee.
