HB 756 -- SECURITY GUARDS This bill requires that for the purpose of employment all municipalities within St. Charles County recognize security guard licenses issued by other municipalities within that same county. Municipalities in other counties may also enter into a reciprocal agreement on the licensing of security guards. A security guard is defined as any person who is not authorized to carry a firearm and who is paid to protect the person or property of another, excluding law enforcement officers, public officials, or public employees.

HB 756 -- SECURITY GUARDS SPONSOR: Luetkenhaus COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Local Government and Related Matters by a vote of 17 to 0. This bill requires that for the purpose of employment all municipalities within a county recognize security guard licenses issued by other municipalities within the same county. A security guard is defined as any person who is not authorized to carry a firearm and who is paid to protect the person or property of another, excluding law enforcement officers, public officials, or public employees. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that this bill would save low paid security guards from paying a license fee in many different cities within the same county. Many cities require a background check for a license. This 2 week background check results in lost work for the guard. Testifying for the bill was Representative Luetkenhaus.
