HB 82 -- CHARITABLE SOLICITATIONS (Champion) This bill requires all persons soliciting for charitable organizations not currently exempt from the state's charitable solicitations registration law to disclose the percentage of funds raised in the past 12 months that were spent on the charitable purpose. Professional fundraisers are further required to disclose that they are not members of the charity. FISCAL NOTE: No impact on state funds.
HB 82 -- CHARITABLE SOLICITATIONS SPONSOR: Champion COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Consumer Protection by a vote of 14 to 0. This bill requires all persons soliciting for charitable organizations not currently exempt from the state's charitable solicitations registration law to disclose the percentage of funds raised in the past 12 months that were spent on the charitable purpose. Professional fundraisers are further required to disclose that they are not members of the charity. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that professional fund raisers should be required to disclose professional status and the percentage of funds raised which would go to the charity organization. They say that this disclosure would reduce the incidence of fund-raising fraud. Testifying for the bill were Representative Champion; State Fire Marshal Office; and Missouri State Highway Patrol.
