HB 831 -- CITY PLANNING COMMISSIONS; OUTDOOR ADVERTISING; BI-- STATE DEVELOPMENT DISTRICT Under current law the city engineer is required to be a member of the city planning commission. This bill includes the city engineer as a member of the board at the option of the city council. The bill authorizes any city that has a city engineer or similar official on the planning commission to place restrictions upon the height, spacing, and lighting of outdoor advertising structures placed in the view of any highway. The city may collect a $500 initial inspection fee and a $100 annual business tax on any such outdoor advertising structure. This bill also makes revisions in the appointment method of members to the Bi-State Development District. Every fifth appointment made by the Governor is required to be made from a panel of 3 nominees submitted alternately by the mayor of St. Louis and the County Executive of St. Louis County. It also establishes a rotating order in which appointments are made from panels nominated by each official.

HB 831 -- PLANNING COMMISSION SPONSOR: Griesheimer COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Local Government and Related Matters by a vote of 18 to 0. Under current law the city engineer is required to be a member of the city planning commission. This bill includes the city engineer as a member of the board at the option of the city council. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that the engineer was put on the board for technical expertise and often does not want to vote.
