HB 99 -- PLANNING AND ZONING SPONSOR: Williams (121) COMMITTEE ACTION: Voted "do pass" by the Committee on Local Government and Related Matters by a vote of 17 to 0. This bill makes alternative planning and zoning effective immediately upon approval of a majority of the county voters. Under current law alternative planning and zoning does not take effect until the election of a county planning and zoning commission. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that this bill allows planning and zoning to go into effect immediately, without waiting for the next election, which could be 12 months later. Testifying for the bill was Representative Williams (121). OPPONENTS: Those who oppose the bill say that the temporary planning and zoning commission of Johnson County has no plan. A ballot proposal has been put on the ballot without a corresponding plan. This would not allow absentee voters the chance to view a plan before voting. They also say that the current law is unclear.
