SB 39 - This act makes changes to campaign finance laws as they apply to debt service committees in Section 130.037, RSMo.

A debt service committee terminates 36 months after the election for candidate for statewide office and state senator, and after 18 months for candidates for state representative. These time limits replace current time restrictions which limit such debt committees to candidates on or before November 8, 1994.

The debt service committee applies only to candidates for statewide office, state senator or state representative, however, political subdivisions may adopt ordinances or regulations allowing a similar debt service committee, to apply to candidates within the political subdivision only.

Currently, the provisions allowing debt service committees expires on December 31, 1996.
