SB 140 - This act increases the enforcement methods for motor vehicle financial responsibility. Liability insurance policy information must be provided at the time of motor vehicle registration. The Department of Revenue must use insurance companies as a method of sampling.

The burden in agency liability determinations shall be against the driver. Police officers shall make an uninsured motorist report to the Department of Revenue in the case of an accident, rather than the parties involved. Insurance confirmation is required whenever such a report is made.
