SB 372 - Any rule adopted by a state agency shall not be more stringent than required to carry out the authorizing statute. Rules shall be based upon substantial evidence on the record and after a finding by the agency that the rule is significant and necessary. Agencies must specify by rule the criteria for determining significance and necessity as applied to any specific rule.
