SB 454 - This act amends Chapters 172 and 173, RSMo, to require that any higher education research facility or institution formed pursuant to these chapters must have a governing or advisory board which is politically balanced.

Further, any board not provided for otherwise by law, must adopt bylaws and regulations regarding its operations.
