SJR 2 - This resolution would submit a constitutional amendment which, if approved by Missouri voters, provides that all fees established under the Department of Natural Resource s constitutional authority (Article IV, section 47) shall not be included in total state revenues or included as an expense of state government for the purposes of Hancock Amendment limitations.
