SJR 7 - Upon voter approval, this joint resolution would permit cities, towns or villages to issue revenue bonds for revenue producing sewage treatment plants. Currently, bonds may only be issued for revenue producing water, gas or electric light works, heating and power plants, and certain other types of plants, and airports. This resolution would also remove the only existing joint municipal utility commission water works from the entities required to be regulated by the Public Service Commission as a public utility.
