SS/SB 466 - This act authorizes the creation of a St. Louis Regional Sports Complex Authority, to consist of seven commissioners appointed by the Governor. There will be two commissioners each from St. Louis City and St. Louis County and one commissioner each from St. Charles, Franklin and Jefferson Counties.

The authority will study all current major sports leagues, clubs and franchises in the St. Louis. The study will include a review of maintenance services and will review public ownership, in whole or in part, of such clubs or franchises.

No public revenue can be used to fund the building, maintenance or rehabilitation of any sports stadium unless such expenditure is approved by voters of the political subdivision which includes the state of Missouri.
