CCS/HCS/SS/SB 11 - This act revises the salary schedules for all county elected officials except for officials in first classification counties which have charter forms of government.

(1) SB 11 equalizes the compensation for county assessors, collectors, clerks and recorders of deeds when the office is separate from that of the circuit clerk.

(2) County coroners will become members of the county salary commissions.

(3) Presiding county commissioners' salaries will be two thousand dollars more than the salaries of associate commissioners in all noncharter counties.

(4) In second, third and fourth classification counties, county elected officials will be eligible for a cost of living adjustment (COLA). The COLA cannot exceed the percentage increase given to other employees of a particular county.

(5) The act provides for a review of county salaries every ten years by the General Assembly.

(6) Salary increases are provided for the St. Louis City Sheriff, Circuit Attorney, Recorder of Deeds, License Collector, Treasurer and Collector.

(7) Counties which become first classification counties after January 1, 1998, may retain the Office of County Coroner upon order of the county governing body.

(8) In any county except first classification counties where there is a vacancy in the Office of Treasurer and there is no Deputy Treasurer, the County Commission may appoint a qualified acting Treasurer until the vacancy is filled by the Governor.

(9) Certain first classification noncharter County Associate Commissioners may, with Salary Commission approval, receive reduced compensation for working part-time.

(10) Section 50.1034 covers over or under payment of benefits under the County Employees' Retirement System.

(11) Section 2 provides some additional compensation for sheriffs and prosecuting attorneys in certain counties.

(12) A provision pertaining to salaries of associate county commissioners is included in subsection 13 of Section 50.333.

(13) Section 56.830 contains a provision related to survivor's benefits under the County Employees' Retirement System.

(14) Prosecuting Attorneys who serve full-time in first classification non-charter counties shall receive compensation equal to that of an associate circuit judge.

(15) Under provisions of 56.363 and 56.365, the county commission of any county may on its own motion or on petition of county voters submit the proposal of making the county prosecuting attorney a full-time position.

(16) The provision in section 50.343 requiring that certain county officers serve full-time is removed.
