SB 882 - The Department of Social Services (DSS) shall administer a Children's Health Insurance Program for the state. Children are eligible if (1) they are in a family at or below 200% of the federal poverty level and (2) they are not eligible for Medicaid or are in another insurance plan. The DSS shall contract with insurers, determine eligibility of children and make the payments for enrollees.
The bill allows only 10% of public funds to be used for
administrative expenses, outreach, other health programs and
children's health initiatives. Limitations are placed on the use
of health status, the use of preexisting conditions, and the use
of premiums and cost-sharing. Children may change insurers
annually with minimum notice of 6 months to the insurer. Three
options are given for qualified child health plans.
