SB 900 - This act would clarify that any rule that fails to comply with the takings analysis required pursuant to Section 536.017, RSMo, is invalid and shall not be published by the Secretary of State.
Section 536.024, RSMo, is also corrected to remove
unnecessary words of limitation on the scope of the section.
