SB 930 - This act creates the Metropolitan St. Louis Growth Management Advisory Commission within the East-West Gateway Coordinating Council to develop recommendations to the legislation and policy formation relating to regional planning. The Commission shall make recommendations to address a series of listed goals and objectives, including the involvement of citizens in planning, conservation of natural resources, and economic development.

The Commission shall consist of seventeen voting members and twelve nonvoting members. Each appointing authority shall assure that 40% of members are from areas that experienced a decrease in family income from 1980-1990, and 40% are from areas that experienced an increase. The Council shall inform each jurisdiction of, and assist each jurisdiction with, the appointment process.

In making recommendations, the Commission shall consider a variety of planning solutions for advancing the regional goals, including creation of a regional planning authority and the use of tax incentives. The Commission shall hold public hearings and compile data for preliminary report within six months of the effective date of this legislation. A final report shall be submitted six months after the preliminary report, and shall be provided to every member of the General Assembly who represents any portion of the Region.

The act has an emergency clause, and shall terminate on June 30, 2000.
