SCR 35 - Federal law allows federal employees flexible
working hours but prohibits private sector employees from working
extra hours at one period of time in exchange for time off at
another period even when employees want this option (flex-time).
This resolution encourages Congress to permit employees, at their
choice, to accumulate compensatory time that could be taken at
some future date to meet family needs.
