AN ACT
To amend chapter 70, RSMo, by adding thereto one new section relating to political subdivisions.
Section A. Chapter 70, RSMo, is amended by adding thereto one new section, to be known as section 70.099, to read as follows:
70.099. 1. No political subdivision shall participate in any program, grant or other provision sponsored or administered by any entity of the United States government, except as provided by statute or the constitution of this state.
2. The provisions of subsection 1 of this section shall not apply to participation by a political subdivision in such a federal program, grant or other provision initiated prior to and continuing on the effective date of this section, except as provided in subsection 3 of this section. The provisions of subsection 1 of this section shall apply to participation initiated on or after the effective date of this section and at the expiration of the term of any program or agreement existing prior to the effective date of this section.
3. No political subdivision shall participate in the federal School-to-Work Opportunities Act of 1994, or successor acts, except as provided by statute or the constitution of this state.
