JOINT RESOLUTION

Submitting to the qualified voters of Missouri, an amendment to article X of the Constitution of Missouri relating to state revenues and expenditures.


Be it resolved by the Senate, the House of Representatives concurring therein:

That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 1998, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article IV of the Constitution of the State of Missouri:

Section A.  Article X, Constitution of Missouri, is amended by adding thereto one new section, to be known as section 18(a), to read as follows:

Section 18(a).  Revenues produced from any tax, license or fee established pursuant to law or this constitution for environmental protection, conservation or natural resources purposes shall not be included as a part of "total state revenues" as defined in section 17 of this article, and the expenditures of such revenue shall not be included as an expense of state government under section 20 of this article.
