JOINT RESOLUTION
Submitting to the qualified voters of Missouri, an amendment to Article X of the Constitution of Missouri relating to disposition of funds received as a result of certain legal settlements.
That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 1998, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article X of the Constitution of the State of Missouri:
Section A. Article X, Constitution of Missouri, is amended by adding thereto one new section, to be known as section 25, to read as follows:
Section 25. An amount equal to the amount of funds received by the state of Missouri as a result of any legal settlement or award related to public health issues of smoking, if approved by the Congress of the United States, shall be considered an excess of total state revenues and shall be refunded as provided in section 18(b) of this article.
