FISCAL ANALYSIS
Officials of the Department of Natural Resources estimate that Total State Revenue would be decreased by approximately $84,000,000, which represents environmental fees and interest earned on those fees.
Officials of the Missouri Department of Conservation could not estimate the amount of funds which would be removed from Total State Revenue. Oversight estimates that approximately $125,000,000 would no longer be part of Total State Revenue.
Advertisement costs for the proposal would be $3,990 per newspaper column inch for three publications of the text of the proposal, the introduction, title, fiscal note summary, and affidavit. The proposal would be on the ballot for the November 1998 general election.

DESCRIPTION
This proposal would exempt fees established under terms of Missouri constitution or law for environmental protection, conservation or natural resources purposes from the definition of "total state revenues" in section 17 of article X of the Missouri Constitution.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. The proposal would affect Total State Revenue.
