FISCAL ANALYSIS
ASSUMPTION
Officials from the Governor's Office and Attorney General's Office (AGO) assume the proposal would have no fiscal impact on them.
Officials from the Assessor's Office in the County of Cape Girardeau assume the property which would be conveyed would be approximately 10,000 square feet at two dollars per square foot (10,000 x $2 = $20,000).
Officials from Southeast Missouri State University assume the property is land which was given to the University many years ago. The proposal would convey property needed to provide a public road to the Show Me Center, a partially state-funded, multi-purpose arena, and improve the flow of traffic in a very dangerous intersection. Since the City funded all construction costs for the road and intersection, the University would not receive reimbursement for the property. Consequently, university officials assume there would be no fiscal impact on any state budget.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
The proposal would authorize the governor to convey certain property of Southeast Missouri State University located in Cape Girardeau County to the City of Cape Girardeau. Consideration for the conveyance would be as negotiated by the parties. The AGO would approve the instrument of conveyance.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
