ASSUMPTION
Officials of the Department of Economic Development-Division of Motor Carrier and Railroad Safety assume the legislation would not have fiscal impact on their agency.

FISCAL IMPACT - Small Business
Any railroads classified as small businesses that do not currently provide at least one toilet on each train would be expected to be fiscally impacted by this proposal.
DESCRIPTION
The proposal would require every person or company operating a railroad in the state to provide on each train at least one permanent toilet which is to be adequately lighted, temperature controlled and ventilated, regularly maintained, serviced and kept clean and sanitary.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
