FISCAL ANALYSIS
ASSUMPTION
Officials from the Department of Elementary and Secondary Education (DESE) assume the proposal would result in the following fiscal impact:
FY 99 5,400 FTE x 251 days x ($12-$9) = $4,066,200 additional funds *
FY 00 5,400 FTE x 251 days x ($13-$9) = $5,421,600 additional funds
*DESE states they currently pay $9 per day per worker. The FY 1998 supplemental and FY 1999 increase amounts representing the increases from the passage of SB 264 in 1997 have not been approved through the appropriations process.
The Oversight Division has only included the increase reflected in the proposal from twelve dollars to thirteen dollars per day for FY 2000. Therefore, the fiscal impact was calculated as follows:

FISCAL IMPACT - Small Business
Small businesses could be fiscally impacted to the extent they operate as sheltered workshops and receive increased funds for workers.
DESCRIPTION
The proposal would change the effective date from July 1, 2000 to July 1, 1999 for the increase in sheltered workshops payments from twelve dollars to thirteen dollars per day for each handicapped worker.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
