FISCAL ANALYSIS
ASSUMPTION
Officials from the Department of Economic Development - Division of Professional Registration (DPR) assume the proposal would have no fiscal impact on their agency. However, if it should result in additional licensing of out of state physicians, it is assumed the Board would be able to handle an additional 100 licensees with existing staffing and appropriations. However, if the duties required of this proposal are substantially more than estimated or additional legislation is passed, additional staffing would be necessary.
Officials from the Department of Health (DOH), Department of Labor and Industrial Relations (DOL) and the Missouri Ethics Commission (MEC) assume the proposed legislation would have no fiscal impact on their agencies.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
The proposed legislation would allow doctors licensed in other states to consult with Missouri doctors and would provide that the out of state doctors are not required to be licensed in Missouri, providing that a Missouri licensed doctor would direct the diagnosis and treatment of the patient.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
