FISCAL ANALYSIS

ASSUMPTION

Officials of the Office of the Attorney General, Missouri Municipal League, Jefferson City Police Department, Boone County Sheriff, Missouri Police Chiefs' Association and Missouri Sheriffs' Association assume this proposal would have no fiscal impact to their agencies.

Officials of the Jefferson City Police Department also stated that should the number of homicides increase over what has been the trend, there could be minimal costs for complying with this proposal in the form of personnel time, review time by supervisors, typing time, filing, recording, and mailing the form.

Officials of the Department of Public Safety - Missouri State Highway Patrol (MSHP) assume that this proposal would require the Patrol to create a form for agencies to report homicides resulting from domestic violence. MSHP staff assume these costs will be minimal.

MSHP staff also noted that this proposal could require them to create a new program to track homicides; however, they assume that their existing system could process the data that would be required.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of this proposal.







DESCRIPTION

This proposal would require local law enforcement agencies to determine whether homicides were related to domestic violence as defined in Section 455.200, RSMo. and to report such findings to the Missouri State Highway Patrol on forms that the Patrol would develop and distribute by October 1, 1998. It would require the chief local law enforcement officer or his designee to complete the appropriate form provided by MSHP. The Highway Patrol would be required to compile annual reports based on that information.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
