FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Health assume this proposal would not fiscally impact their agency.

The City of St. Louis (City) did not respond to our fiscal impact request. However, in responding to a similar proposal last year, the City stated that the requirements of the proposal are currently being met by the city fire departments and therefore, there would be no fiscal impact.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION

Under provisions of this proposal any firefighter employed by the City of St. Louis who has access to or uses an automatic external defibrillator, would be trained in the use of such equipment. The training would include completion of a course in cardiopulmonary resuscitation as well as the successful completion of a first responder program which meets or exceeds the national curricula of the U.S. Department of Transportation. The firefighter would also demonstrate proficiency in the use of the automatic external defibrillator. Firefighters, including those licensed as emergency medical technicians or paramedics would not be liable for any civil damages resulting from the use of an automatic external defibrillator.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
