FISCAL ANALYSIS
ASSUMPTION
Officials from the Department of Labor and Industrial Relations (DOL) assume that this proposal would allow Missouri to retain its federal funds from the Department of Housing and Urban Development (HUD) by keeping Missouri in compliance with the federal Fair Housing Law, Title VIII. This proposed legislation is federally mandated. In order to contract with HUD, the Missouri Human Rights Act must be substantially equivalent to the federal Fair Housing Law, Title VIII. In order to meet the requirements of the federal Fair Housing Law, DOL has hired five Human Relations Officers at $30,982 per employee annually to review cases, etc.
It is DOL's assumption that failure to make Missouri's Human Rights Act equivalent to the federal Fair Housing Law will result in Missouri losing its contract with HUD and thus losing federal monies currently available.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would add an "unlawful discriminatory practice" to coerce, intimidate, threaten or interfere with housing, employment and public accommodations rights, as such term relates to Human Rights Law (Chapter 213, RSMo). This act also establishes a complaint process with the option of civil litigation.
This legislation is federally mandated, would not duplicate any other program, and would not require additional capital improvements or rental space.
