FISCAL ANALYSIS
ASSUMPTION
Officials of the Department of Economic Development (DED) - Division of Professional Registration (DPR) assume the proposed legislation would have minimal fiscal impact on DPR.
However, in a similar previous proposal, DPR assumed the proposal would result in a $5,300 decrease in revenue annually to the Board of Embalmers and Funeral Directors' Fund. It would reduce the $25 internship fee for 100 individuals ($25 x 100) ; it would reduce the $125 internship and apprenticeship fee for another 20 individuals ($125 x 20); and it would reduce the $100 application fee for three licensed embalmers ($100 x 3). Therefore, Oversight has reflected such revenue loss in the fiscal impact specifications below. While DPR could adjust fees to sustain the current revenue level, Oversight did not assume such an adjustment would be made and assumes the fund balance would be sufficient to absorb such a revenue loss.

FISCAL IMPACT - Small Business
Small businesses could have a direct fiscal impact as a result of this proposal, due to a decrease in paperwork and the amount of time employees would spend testing, as well as the time to travel to Jefferson City to be tested.
DESCRIPTION
This proposal would create a twelve month apprenticeship process for licensure of funeral directors. The apprenticeship would replace the currently existing internship program. The apprenticeship would be under the supervision of a licensed funeral director for a minimum of fifteen hours per week. Upon completion of the apprenticeship, the applicant for licensure would appear before the State Board and successfully complete an industry specific test within twenty-four months.
Additional provisions would exempt the apprenticeship requirement for those persons who are licensed embalmers or who have graduated from an accredited institute of mortuary science.
This legislation is not federally mandated, would not duplicate any other program already in existence and would not require additional capital improvements or rental space.
This legislation would affect Total State Revenues.
