FISCAL ANALYSIS

ASSUMPTION

The Department of Transportation (DHT) does not expect to be fiscally impacted.

The Department of Revenue (DOR) assumes that it would be impacted by this proposal. The driver's license computer system would need to be modified to accommodate take into account that the DOR would be prohibited from disclosing and using the social security number of a class F license applicant. It was estimated that it would take 1,800 ours at $125 per hour to reprogram the over the counter computer system, resulting in one-time costs of $225,000. The DOR assumes that it could also need additional FTE, but it is unable to provide an estimate. No longer being allowed to use a social security number, which is a unique identifier when searching the driver's license computer database, could increase transaction time. The database contains over 4.6 million records and due to the commonality of names and birth dates, additional key strokes could be necessary to locate the appropriate driver.

DESCRIPTION

The proposal would not require social security numbers on non-commercial operator license applications.

This legislation is not federally mandated, would not duplicate any other program, would not require additional capital improvements or rental space and would not impact total state revenue.
