FISCAL ANALYSIS

ASSUMPTION

Officials from the Office of Governor and Office of Attorney General assume this proposal will not fiscally impact their agencies.

Officials from the Department of Mental Health (DMH) state that the land to be conveyed is a part of the St. Charles Habilitation Center and it is to be used to improve a trafficway. The DMH assumes the City of St. Peters will pay the DMH $9,570 for deposit into the Mental Health Housing Trust Fund. The DMH also indicates a reduction in fixed assets for the value of the land.

Officials from the Office of Administration - Division of Design and Construction stated that the land was purchased in 1985 for $451,503 for 15 acres of land. This equates to $30,100 an acre. The conveyance is for .21 acres and has a historical cost of $6,321. Consideration for the conveyance of the .21 acres is $9,570. The payment is to be deposited into the Mental Health Housing Trust Fund.

For the purposes of this fiscal note, Oversight assumes the City of St. Peters will pay the state $9,570 for the property and that the funds will be deposited into the Mental Health Housing Trust Fund.
