FISCAL ANALYSIS

ASSUMPTION

The Department of Revenue (DOR) assumes an administrative impact as a result of this proposal. Requiring a person under the age of 18 to applying for a Missouri driver's license to show proof of financial responsibility, parental approval or sign an affidavit declaring emancipation, employed and working full-time would require programming modifications to the over-the-counter license computer system. The modification would include adding the parental/guardian approval or affidavit to the verification sheet and issuance record as well as an age edit. It was assumed that it would require 170 hours to complete the programming changes at an hourly rate of $125 for total cost of $21,250.

The DOR also assumes that .5 FTE would be required to micro film the approximate 105,000 documents (i.e., 15 1/2 year olds with permits and 16 and 17 year olds). The DOR General Counsel assumes that it would be necessary to maintain this documentation in Central Office to be used as evidence should any cases arise as a result of this proposal.

Forms expenses would also be incurred. FY99 would assumed to be a full year of costs since forms are purchased on an annual basis.

The Office of State Courts Administrator (CTS) does not expect to be fiscally impacted.

FISCAL IMPACT - Small Business

This proposal would not have a direct fiscal impact on small businesses.

DESCRIPTION

The proposal would prohibit the director of the Department of Revenue (DOR) from issuing a license and require denying driving privileges if the person is under 18 and does not provide proof of parental or guardian approval or that the person is emancipated, currently employed and working full-time and maintains financial responsibility. An affidavit would be required from the applicant.

This legislation is not federally mandated, would not duplicate any other program, would not require additional capital improvements or rental space and would not impact total state revenue.
