HB 1380 - This act adds counties of the third classification to the existing section allowing first and second classification counties to adopt and enforce building codes. County commissions may appoint a building commission to develop and propose building codes and to adopt licensing and inspection regulations for electric wiring and installation.

County commissions are authorized to adopt, after public hearing, a proposed code and to submit the question to the voters at the next county-wide primary or general election. Also, the voters of any county may present an initiative petition signed by at least 10% of registered voters to place the question on the ballot at the next general election.

The act requires any ordinance made according to these provisions to apply to erection, remodeling, or addition of building structures and prohibits an ordinance from applying to land use or farm structures, except those used for residential occupancy.
