HB 1791 - This act ratifies an agreement between Missouri, Illinois and Iowa to establish a "Mid-America Port Commission". The Commission would be composed of 9 members appointed by the Governors of the three states (1 from each) and by the county commissions of the designated counties (2 from each state). The counties included in the Commission's jurisdiction are mainly in the Northeast corner of the state: Clark, Scotland, Lewis, Knox, Marion, Shelby, Ralls, Monroe and Pike. Two other counties included are Barry and Laclede. The county commissions of these counties will jointly elect two Port Commission members.

The Commission has the power to acquire, construct and operate ports, waterways and any related facilities. These powers are to be exercised jointly with any other state agencies having such powers. No indication is given for any available financing.

The act has an Emergency Clause.
