COMMITTEE ACTION: Voted "do pass by consent" by the Committee
on Children, Youth and Families by a vote of 15 to 0.
This bill defines the mission and goals of head start programs,
and requires each such program to have a council or committee to
provide policy direction for the local program. Each
organization operating a head start program is also to establish
a health services advisory committee. Subject to appropriation,
this bill allows the state to provide financial assistance to
head start programs.
FISCAL NOTE: No impact on state funds.
PROPONENTS: Supporters say that this bill defines federally
funded Head Start programs, and aids in coordinating existing
federal funding and programming.
Testifying for the bill were Representatives Farnen and Sallee;
Missouri Association for Community Action, Inc.; and Missouri
Head Start Association.
OPPONENTS: There was no opposition voiced to the committee.
