SB 864 - This act contain several provisions for aviation assistance.

JET FUEL TAX - All sales taxes on aviation jet fuel (except those otherwise designated in the Constitution) shall be placed in the aviation trust fund beginning September 1, 1998.

AIRPORT ASSISTANCE - The aviation trust fund may be used to assist FAA reliever airports and airports operated by certain state agencies and educational institutions. Operational assistance for existing control towers is allowed. The appropriation limit of $5 million is removed. The trust fund may also be used for emergency aid following natural or manmade disasters.

The act also repeals Section 17 of SB 1 from the 1997 First Extraordinary Session. Section 17 required identification of, and assistance to, the airports which are crucial to the economic development of the state. It specifically included the reliever airports and airports owned by the state.
