SJR 21 - This proposed constitutional amendment would allow funds received as a result of any settlement between the State of Missouri and the tobacco industry to be used for health purposes. Such funds would be considered "federal funds" pursuant to the Hancock amendment and not as "penalties, forfeitures, and fines" which would otherwise go to the school districts.
