SJR 36 - This Constitutional amendment would revise Article IV, Section 16, which pertains to administrative rulemaking.

The amendment would allow executive entities to adopt rules relating to organization and internal management. Any rules that are legislative in character or have the effect of impacting the public's legal rights, or procedures for interacting with an agency, would only become effective if adopted according to law and subjected to delegation of authority by the General Assembly.
