SCS/SB 30 - The mission of the Soil and Water Conservation Commission is the prevention of erosion and runoff with programs based on each district's needs and character rather than "conservation of productive power".

This act reorganizes the Soil and Water Conservation Commission by expanding the membership to nine geographically dispersed members with three farmer members from north of the Missouri River, three farmer members from south of the Missouri River, and three ex-officio members. No senatorial district may contain more than one member.

The number of voting farmer members required to determine an action is reduced from four to three where a quorum of four farmer members is present. The chairman is now allowed to vote on any matter.

The policies and programs of the Commission must be responsive to the diversity of land resource areas within the state.
