Current Bill Summary

SB 527 - This act revises the procedures used by the General Assembly to disapprove plans for the reorganization of state government submitted by the Governor. The current law, adopted in 1967, requires the Governor to submit any plans to the General Assembly within 30 days of the beginning of session. The plan is disapproved if either house adopts a resolution of disapproval within 60 days.

The statute appears to require that each resolution of disapproval be submitted to a vote of the membership of both chambers of the General Assembly although such votes have never been automatic in either chamber.

This act requires that plans be submitted to legislative committees but does not impose any other requirements, allowing consideration of the plans to proceed in the same manner as any other bill or resolution submitted to committee in the General Assembly.
