AN ACT

To amend chapter 301, RSMo, by adding thereto one new section relating to motor vehicle license plates.


Be it enacted by the General Assembly of the State of Missouri, as follows:

Section A.  Chapter 301, RSMo, is amended by adding thereto one new section, to be known as section 301.468, to read as follows:

301.468.  1.  Any not-for-profit corporation foundation organized and existing under the laws of the state of Missouri which is formed for the purpose of working in cooperation with and support of a federal civil war battlefield park located within the states, and which is a unit of the National Park Service, may authorize the use of its official emblem to be applied on multi-year personalized license plates as provided in this section.

2.  Any contribution to such a foundation derived from this section, except reasonable administrative costs, shall be used for the purpose of promoting and supporting the objectives of the national battlefield park.  Any vehicle owner may annually apply to the foundation for use of the emblem.  Upon annual application and payment of a twenty-five dollar emblem use contribution to the foundation, the foundation shall issue to the vehicle owner, without further charge, an "emblem use authorization statement", which shall be presented by the vehicle owner to the department of revenue at the time of registration.

3.  Upon presentation of the annual statement and payment of the fee required for personalized license plates in section 301.144, and other fees and documents which may be required by law, the department of revenue shall issue a personalized license plate, which shall bear the seal, emblem or logo of the foundation, to the vehicle owner.  The license plate authorized by this section shall use a process to ensure that the emblem shall be displayed upon the license plate in the clearest and most attractive manner possible.  The license plate authorized by this section shall be issued with a design approved by both the foundation and the director of revenue.  The bidding process used to select a vendor for the material to manufacture the license plates authorized by this section shall consider the aesthetic appearance of the plate.

4.  A vehicle owner who was previously issued a plate with an institutional emblem authorized by this section and who does not provide an emblem use authorization statement at a subsequent time of registration, shall be issued a new plate which does not bear the emblem, as otherwise provided by law.
