JOINT RESOLUTION
Submitting to the qualified voters of Missouri, an amendment to article VI of the Constitution of Missouri relating to classification of counties.
That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2000, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article VI of the Constitution of the state of Missouri:
Section A. Article VI, Constitution of Missouri, is amended by adding thereto one new section, to be known as section 8(a), to read as follows:
8(a). The governing body of any county, or the governing bodies of any counties jointly, may create a district for the purpose of providing and promoting community mental health services, and the governing body or bodies shall appoint a governing body to administer such services. Any governing body so appointed may levy for district purposes a rate not exceeding ten cents on the hundred dollars assessed valuation. Approval by a majority of voters of the district voting thereon shall be required for any additional levy, but shall not exceed a total district levy of forty cents on the hundred dollars assessed valuation.
