FISCAL ANALYSIS
ASSUMPTION
The Department of Revenue (DOR) assumes the Motor Vehicle Bureau (MVB) will incur expenses of approximately $400 for postage and forms to notify field offices of new procedures for replacing stolen license plates at no fee.
The MVB reports there were approximately 8,862 license plates stolen in FY 1998. The MVB assumes there will be a two percent increase in the number of replaced stolen plates annually. Currently the fee to replace stolen plates is $8.50. Accordingly, the DOR estimates the loss of revenue from eliminating the replacement fee to be $78,379 in FY 2000, $79,951 in FY 2001, and $81,558 in FY 2002. This amount would be split between the Highway Fund (75%), Cities (15%), and the County Aid Road Trust Fund (10%).
The Department of Transportation concurs with the Department of Revenue's response.

DESCRIPTION
This act allows any person replacing stolen license plates to receive at no cost up to two license plates per year when the replacement request is accompanied by a police report.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
